When I adopted my dog, Sandy, from the shelter, she came with a micro-chip. Now, I'm getting a bill from the company for $29.00. If I don't pay this, will her micro-chip become inactive?

To answer your questions, NO, you do NOT have to pay the bill. Once your dog has been micro-chipped and you have sent your original payment and information to the company, your information is PERMANENTLY in the system. You do NOT have to pay a yearly fee for this service. It was included in your original payment.
All the micro-chip companies offer additional "services" along with the registry. You would have to call your micro-chip company to see what they offer. Most offer assistance if your dog becomes lost. If you decide you want their services, then you would pay the bill they sent you.
If not, simply ignore it.
All our dogs at Desert Pearl Rescue Network have been micro-chipped and yes, we get those yearly bills for each one of the dogs as well. But, they are still in the system and we have too many to pay out that kind of money. We've never received any duplicate bills or requests for payment. So, you are quite safe in just ignoring the bill.
